PEP 20 / the Zen has 19 lines, because supposedly, programmers are bad at counting. It's a joke about the common off-by-one errors, for example, the fence post error: A fence that is 10 meters long and has 1 fencepost every 1 meter, perhaps counterintuitively has length + 1 = 11 fence posts.
