Naruto wants to become hokage, which you could technically describe as a feudal warlord but in practice it is a lot different. There are five different “great hidden villages.” The Kage are the top of the chain of the leadership within each village. But they are not dictators, they are more so the ninja that is most respected and trusted to protect the village and act sort of like a president.
They do not have ultimate power like a dictator. (At least in theory) there are enough high level, powerful ninjas within each village that could join together to perform a coup and assassinate the kage if they attempted to become a dictator.
There are nine “jinchuriki,” Naruto is one of them. These are people that have the spirit of one of the nine tailed beasts sealed within them. This makes them extremely powerful so people fear them. They are basically nuclear weapons that each village can use to threaten each other to use in war.
The history of Naruto is essentially an endless cycle of war, both between these villages and between different “clans” which are essentially ethnic groups. By about age 12 anyone that chooses to become a ninja will participate if there is an ongoing war. This means a ton of ninjas are orphans or the only remaining members of their families.
Naruto’s goal to become hokage is not because he wants power. He already has extreme power as a jinchuriki and become a “rogue ninja” that no village can control. He wants to be a protector of the village that people will trust rather than fear. Beyond that, his goal is eventually to stop this cycle of wars fighting over control of land and jinchuriki by unifying the hidden villages. And to end these internal “race wars” that exist because many clans have abilities that can only be passed on through the clan.
He wants the five villages to live in peace, not for his village to take control and dominate over the other four. This would also mean the jinchuriki are no longer viewed as weapons for the villages to fight over.
Traits like hair color and eye color do not correspond to any real life races. People literally have red and purple eye colors, naturally pink hair. For example Sasuke, the “second main character,” is a member of the uchiha clan that was genocided. They all had black hair and red eyes.
Naruto is not a member of any of these major clans that feud between each other. He just has blonde hair and blue eyes because his father had blonde hair and blue eyes. His mother had red hair and brown eyes. His father and mother were technically “members of clans” but both families are essentially extinct. He does not even learn who his mother and father were until fairly deep into the series.
I'll try to give a short-ish run down of why Naruto is not some fuhrer dictator wannabee
Naruto's parents were killed when he was a baby
Naruto is an orphan
Naruto was ostracized
Naruto knows the Hokage is the most powerful in the village
Naruto knows the Hokage is respected
Naruto knows the Hokage protects everyone in the village
Naruto wants to be the Hokage because attaining the title will mean that he will have become powerful, that he would be respected, and that he would be able to protect everyone in the village, especially from upbringings similar to his own (where he was essentially war orphan as his parents "died in battle")
They are really cool even though they are not true Dinosaurs. Mosasaurus is actually a kind of lizard and Plesiosaurus is in a different family of reptiles that’s not very closely related. They can be honorary Dinosaurs anyway because they are badass.
Cuz they're like weebs but in reverse; they have a massive boner for Euros and Western civilization.

6: after all this shit he ran for leader of the village he destroyed because "like, you can totally trust me bros

Sasuke is one of the very few characters in media in general I really despise, I can't find a single thing to like about him or a sibgle iota of empathy for him.

Masashi Kishimoto actually did have a reason for making Naruto blond haired and blue eyed. When he was asked about this in an interview, his answer was that he wanted Naruto as a character to be appealing to western fans. His thought process was so that if someone was flipping through the channels on TV, they would see that one white anime dude and go, "Hey, that's Naruto!". Sort of like what they did with The Simpsons.
This also plays into the design of Sasuke, as he wanted him to be 100% the opposite of Naruto; he designed Sasuke with the image of a Japanese character in his mind. Sasuke is often depicted with more Japanese elements than Naruto, both in designs used throughout the series and official art for covers of tankoban volumes and Shonen Jump Magazine.
I'm a bit suspicious of this because it went manga to anime. With 3 years inbetween. Though it's not impossible for a mangaka to aim for the manga to be animated. Still basing the main character's design like that seems presumptuous.
Actually, anime being shown on American TV was way rarer back in 1999. So that's like, SUPER presumptuous. "I'm going to write a manga so good that it'll get animated and that animation will be frequently broadcast on regular TV in the United States" is like an insane thing to say in 1999. You're not writing the Pokemon anime.
Anyway, the manga definitely could be sold in America so like, maybe he just wanted the cover to have that effect. Then when telling the story he used an example that wasn't actually on his mind at the time but gets the idea across.

He broke the cycle of samsara and was entrusted with the power to enforce the rules of nature. This is why he surpasses Kaguya in the end who represents the cycle of Samara. Punishing Obito does nothing for the world (and universe for that matter). It’s a n action that in the grand scheme of things is pointless and is a product of pride. This is why he is entrusted in such power, his general morals are universal. If a prog or a doomer was given Naruto’s powers, they’d either come to the same conclusion or destroy the world.
This is a pretty good virtue to have, especially in this NEET filled forum.
I hate the 'revenge is bad' trope, especially when it's combined with the 'feel bad for the most unlikeable villain ever because they have a sad backstory' trope.
