Dealing with delaminating ID badges

So my company uses smart card badges. The deskside team keeps getting calls from users about the top (clear) layer of their badges delaminating. Does anyone have any suggestions for repairing the (still working) badges.
Note: the security department has control over badge issuance so we can't get their badges reissued or force security to replace the printer they use.

Send them back to whoever issues the badges for a new one. When enough of them come back, they'll deal with the vendor.
And stop trying to fix everything just because a user calls it in. If it's not under your control, it's fine to push it off to whoever does control it.

Not your badges = Not your problem.
Tell your helpdesk to close calls/tickets with 'Cannot fix'.

Refer them to the Security department. If you don't control the source of the problem, you cannot fix the problem.
Or you can take the ghettotastic approach and wrap the badges in clear packing tape.

Punt the issue to the security department -- have the user call them. This isn't IT's issue, so stop trying to solve it.

Switch to Yubikeys so you don't have to use smart cards anymore.
