ULPT request- How do I sign someone's phone number up for spam messages?

I've recently lost my beloved cat and have been particularly down about it today.
A few minutes ago, someone texted me telling me to call them and that they had found her. I was in a bad place and eager for any and all news and, like an idiot, called the number.
They, along with all of their friends, meowed into the phone and laughed before hanging up.
Luckily, this upstanding citizen didn't disguise his phone number. And I'd very much like to get even.
Any tips?

Sign up for both Harris and Trump campaign info. They’ll get so many texts from different numbers, and when the reply “stop” they’ll get similar messages from new numbers. It won’t stop. I made the mistake of donating to a campaign in 2014 and left my number - I still get political messages even though I’ve never donated to another politician. I get them from both parties.

Any time you get a spam call, answer it, get a real person on the line and start listening to their pitch. Give your targets name as your own, say your phone is about to die and ask them to call back on your other phone and give the targets number.

Look up many different cars for sale on cars.com. Find ones sold by a dealership and put in their number and a fake name asking for a quote for each.
The calls will never stop.
Also, text alerts on those coupon code captures for various sites.
Also Zillow quotes.
Or just post it here and I’m sure a bunch of redditors would be happy to call them (from blocked numbers) and bark at them.

I once saw a post where someone went to a fake obamacare website (not realizing it was fake) and put in their phone number. Almost instantly, they started getting hundreds of calls. They mentioned the website name on the post (it’s been awhile, I don’t remember what it was) so I went there and put someone’s contact info in.
I heard they got a new phone number shortly later.

Go to the websites for every church in the area and fill out the contact form requesting information. Scientology, 7th Day Adventist, Mormons, will be the most relentless. Sign up for gay dating sites with a fake email address and their phone number to "verify" the account. Search for web design / app design / SEO companies in India, fill out their contact form that you need some work done, they are also relentless.
Look for any website offering something for "free" such as a sweepstakes, or "free credit report", or "student loan" or "car loan" or "insurance" matching sites.... these are all "lead generation" sites that sell information to lots of different spammers who will then try to contact the number.

I would suggest looking for some of less moral offerings in r/slave labor. You can often find people willing to do a lot of menial tasks for low rates. Also, some.have access to the types of people who run click farms or spam call centers. You can literally drain a phone battery and deny service with enough data.

Look up "insurance quotes"
You can be specific, ie dental insurance, auto insurance, etc, but this is optional.
Sign up the number for the first handful of FREE QUOTE!!1! sites that will show up as sponsored results. The more, the better.
I once got 200+ calls in less than three hours from giving my number to like one or two of those (for dental). All different numbers, so blocking was futile.
The calls do die down within a few days, so repeat at random intervals and with different spam mills each time!
