I recognize this video is super far but you can see what seems like a fin getting out of the water. i am sure this is not a snorkel as there was no one swimmjng there. video taken on tilos island, dodecanese, greece

Based off the movement, looks like the dorsal fin of a sunfish species. I used to see them off shore and their movement was very similar to this, but hard to tell for sure because it's so tiny.
