You can do it with as few as six items purchased, excluding monitor and peripherals.
cpu - a Ryzen 5600G has graphics output and comes with a bundles cooler. So do non F Intel CPUs, but they're less capable of gaming.
motherboard.
RAM
an ssd
a power supply. Comes with all the cables you need.
a case.
Add a GPU and you've got a capable pc. You may need a screwdriver (Philips type 0 and type 2) for assembly but that's it.

technically it is optional but only if you want to use a screwdriver on your motherboard everytime you want to turn it on

Velcro/zip ties can help with cable management
Philips #2 screwdriver with a magnetic tip is useful, and I forget what size an M2 screw needs

GPU always comes with thermal paste, CPU depends. Best to buy thermal paste, usually just costs a dollar or two. Can't really underspend on thermal paste lol
plus, in the future (which will be a couple years) thermal paste on GPU/CPU can dry out and then you can give that PC a fresh of life when you replace it
