RTX 4070 in 99% GPU in LOWEST settings

Bought an expensive gaming computer (2500 dollar/euros) with RTX 4070 graphic card.
Even if I play for example CS:go or CS2 (no advance games at all) with LOWEST settings on EVERYTHING - I still get 99% GPU: https://postimg.cc/2LxPxtw2
It lags A LOT, from time to time I even have like a 1 second delay and its just crazy overall.(I live in Sweden, have 10.000 mbit/s and wired connection, so it isnt internet issues)
Its not a game issue. Done everything regarding the game - spent approx 5 hours yesterday going trough posts regarding settings in the game.
I have updated the drivers for both the motherboard and the graphic card.
I have also done config in the Nvidia control panel - still the same issue.
Screen of course connected to graphic card, not motherboard.
Info/Specs:
- Stationary computer
- Processor; Core i7-12700F
- Memory: Kingston FURY Beast RGB DDR4 3200MHz 32GB
- Grafic: ASUS Dual GeForce RTX 4070 OC 12GB GDDR6X
- Display: 5140x1440 (lowered it to 1980x1080 and other similar resolutions)
- Refresh Rate: 120Hz
- SSD: Kingston M.2 NV2 PCIe 4.0 NVMe SSD 2TB
- ASUS TUF GAMING B760-PLUS WIFI D4
- Cooling: Multiple, e.g. CoolMaster ML240L V2 ARGB
- Windows 11
- Corsair RMe Series RM750e PSU
- Phanteks Eclipse G360A Mid Tower
I even have like 85% when I am in the menu before starting. No other games or applications in the background. Even quiting discord, spotify and google chrome.What the issue? What am I missing? Why do I get 99% GPU? It a expensive computer, should handle a simple game with LOWEST settings.
What can cause this issue?

I play black ops 6 on max quality settings and only recently ive started to have a lot of crashes like a lot, so i run it in safe mode cuz hats what it asked me to and when im playing i noticed my gpu usage was at 99 percent which concerned me a lot i have a 4070 fe btw

You got ripped off hard paying $2500 for a 12700F with DDR4 and a 4070.
That aside, there isn't necessarily anything wrong with 99% GPU usage as long as your framerate is reasonable. A month ago I would have said your hitching issue is normal in CS2, that was a bad problem, but they patched it and I haven't had any hitching issues in a while. Does the hitching happen in every game?

As it is Sweden I guess $2500 includes 25% taxes (so $2000 without). So may not be directly comparable to US prices, but could still be a questionable deal I guess.

As a swede, I can confidently say that yes, that is very much a rip off indeed.
I've just bought a 7800x3D, MSI Tomahawk MOBO, 64 GB DDR5 RAM, 1000 W PSU and a 2 TB NVMe SSD for $1308 (that's with taxes). Add on a RTX 4070 for $765, that goes up to $2074. You're left with $426 for a case to break $2500.
I did get all that on the current Black Friday sales (it's a week here rather than just a friday, it's weird as fuck) but I barely saved 10% on all that, so it barely matters.
OP got ripped off hard.

id rather spend 500 on the next gpu, and get a 100 dollar case, and 32 gigs of ram. You can upgrade ram later. but a 426 dollar case is crazy.

Yeah, I agree. I'd never spend that much on a case, especially not when it makes up almost 20% of the whole build.
I used my old case I got for $80 for mine. I was just pointing out how the math works for OP, and that he got ripped off hard buying a prebuilt.

Anything less than 100% means your expensive GPU isn't being fully used. So 100% utilisation (or close to it) is normal and desirable.
Setting a framerate cap equal to your display refresh rate might help, but you shouldn't need to touch anything else in the settings or your system configuration. It should "just work" out of the box, and if it doesn't then fiddling with obscure advanced settings isn't likely to fix whatever the underlying issue is.

Are you sure u dont have a Bitcoin miner in the background? Or any other viruses?
If you think you visited a sussy website or something. Run a Malwarebytes scan, they will remove crypto miners viruses

This is late but, how do I check if I have a bitcoin miner in the background? I've never owned a PC and this is the first time so excuse the stupidity. And just for clarity, I've only ever downloaded games from Steam, Epic or Mods from Nexus (And Sekiro from Fitgirl) and everyone says all of these are safe.

Easiest way is to open task manager and check ur gpu/cpu usage, if its nornal ur ok if its like 90% at idle then probably there is a virus/miner on ur pc, but as long as u don't go anywhere risky, ur ok dont worry about it

Thanks for the reply, so if I do find anything unusual how do I identify it? Do i just download malwarebytes and run the app and it'll show me if there are any viruses or something?

Yep, or ur built in windows defender will quickly find the threat and delete it by itself
