Why is my Steam download so slow on my main SSD?

Hello there! I recently build a new PC and realized that my steam download was slower than before on my old one. I had an old Samsung SSD 870 EVO 1TB to install my games that got me around 100 MB/s.
Now after i changed my PC and got a much better and faster SSD the 990 PRO 2TB Nvme but this time its my main ssd, not like the old one that i used mainly for games. I cant get an average download speed of 20 MB/s with this SSD and when i change it to the old 1TB one i get higher download. I tried everything: Changing the Download Server, Clearing Cache, Removing Windows Bandwith Limiter, Ethernet Cable, Turning off the Hard-Drive Cache, reinstalling Drivers etc.
Is there anything i can still do? If its important those are my Specs:
ROG B550-F Gaming WIFI II
Ryzen 7 5800x3D
32 Gigabyte Vengeance 3200Mhz
990 PRO 2TB NVME (Main SSD)
870 EVO 1TB SSD
860 EVO 500GB SSD
Gigabyte GTX 1060 6GB

It was because i had downloaded both the official intel driver and official BIOS driver for my LAN connection. I uninstalled both completly and installed the BIOS one, never had any problems. I cant imagine its soon 250 days since i built this pc
