can't read brand new SSD on old Skylake computer

I am having trouble putting a new SATA 2.5 inch SSD in my PC. It's slightly older, here are the specs. So that Evo SSD that is in there is starting to fail. I'm getting several corrupted files when updating and when I install some games they crash the whole computer to the point I have to restart. I had another retired computer with an SSD, the PNY CS1111, so I tried to put that in there, it wouldn't read at all. I figured the drive is a decade old, maybe it's bad. So I bought a brand new [TEAMGROUP T-FORCE Vulcan Z 240GB](https://www.amazon.com/dp/B09WMP88Z3) and put that in there... it would not read it either. I have some HDD drives that were being recognized, so I swapped both the power and SATA cable with the new drive, it wouldn't load. I then plug back in my old drive to make sure I didn't damage something when swapping everything out and the computer still recognized it fine. I don't know why these other drives aren't being recognized. Honestly I don't care about the CS1111, it's old enough it's bound to fail, but I would like to get the Teamgroup drive to work since it's brand new. I took the drive right out of the package and put it in my computer, I don't know if I need to format it on another PC for it to work, or is there some setting I can turn off in the BIOS? I am using E7977IMS.1IO, it seems to match the approximate build date of the latest driver. I also verified it supported SATAIII. Here are some photos if that helps..
