Note left in my garden asking to call police?

I’ve worked in both sides. Family law and it’s assessments have different thresholds to what Police deem as a risk. Police aren’t always looking at the wider care circumstances. If Police turn up, they ensure the child is ‘safe’ i.e no immediate risk of harm, and will then make referrals to relevant services for them to provide support. Police mostly get a snapshot of the family life. Social Services have the benefit of knowing the family and knowing what risks are there. Sadly, they don’t have the powers (EPP) to intervene and take a child into protection. This is really where the issue is, as SS will state there is a risk, and will expect police to take a child into police protection. They will have a raft of reasons why there is risk etc, but they will have to go through family court and get a judge to sign off an order to take the child into care. Whereas Police can make a decision whilst on scene and take a child with them if necessary. I feel that sometimes people/social services expect us to use these powers by proxy for them which is not how it works. Also bear in mind, when Police often place a child on protection, they will often be sat in a police station for 12+ hours (especially weekends) as social services take forever and a day to find a placement for the child. In respect of the Police, they will go to where a report to concern has been made, and bear in mind powers have to be used with justification, will assess there is not immediate risk - which is the basis of Police Protection - and will come away leaving the child there. Social Services will expect the Child be taken in and 9/10 will have made no provisions to place the child somewhere. It’s incredibly frustrating for both sides. I would like to see powers like that of Police Protection for SS more funding for SS to support this. I feel it’s an unfair measure on the police overall. They are expected to be responsible for everything but they are there for crime, welfare and issues like concerns for a child is a SS issue and they need the powers to back up their work. That being said, if Police turn up to a job and it’s clear a child needs protection, then the power will be used with no issue. It’s when it’s expected of them to use it when other services appear to drag their heels it becomes an issue. I probably haven’t laid out my rationale very well, but I’m running on 4 hours sleep. TLDR, I think it’s unfair to blame police, SS needs more powers and funding for situations like this
