Dell power brick electrical question

hey all, quick one. I got a bunch of these power bricks and the optiplex 7050 says the cord is under powering the pc and it will adjust performance. i tested the brick with a multi-meter and i'm getting 19.5v which will output 130w when multiplied by the amps of 6.7. anyone seen this before? electrically, i can't explain it....
