Missing sections of POH and missing equipment, what would you do?

Me and my CFII have squawked 3 planes in the past 2 days for lacking parts of the POH or equipment. Two people failed checkrides last week because they got ramp checked and didn’t check their POH, and had something missing so everybody’s been way more careful.
First squawk for missing headrest not in equipment list. The seats had been replaced ~a month before, and the two front seats did not come with headrests. The equipment list says left seat *without* headrest, and right seat *with* headrest. We called maintenance and they said “yeah that’s what it says, it doesn’t change the weight so you can still fly but technically it’s not airworthy” so we squawked it so they could rewrite the paper or fix whatever they needed to.
Second squawk happened today, got to the plane and checked POH only to find we were missing pages 1 and 2 of the equipment list, out of 14 pages. Technically the POH is there but being incomplete, my CFII said most likely we’d get in trouble on a ramp check. We got a new plane and checked and the new one also did not have pages 1 and 2. We thought maybe it was just a thing where it doesn’t have pages 1 and 2 ever, but the next plane we looked at did have those pages. Maintenance said that it’s not their problem, it’s management’s and we should go talk to the managers.
In this situation, is the problem of two pages missing from the POH, big enough to get in trouble over? Would you go or no-go? Is it just stupid that we’re squawking them or is the flight school just getting umm…lazy. We’ve had to cancel and incomplete this mission more than 5 times, all from squawks. The other squawks were engine and smoke related.
