Savile was known to the police from reports of his activities at the club he used to run in Leeds and a kid's home in Jersey, nothing was done about him early on. He could have been caught as early as 1964 but the police just didn't take the reports from women seriously back then.
BBC also didn't give him fame or a platform, he was well known long before moving to TOTP in 1964, indeed, that was how he got the job. He was working in Radio Luxembourg and Tyne Tees TV on the similar 'Young at Heart' music program and was one of the best known UK DJs by the early 1960s. If the BBC helped cover stuff up then so did the NHS and his charities. He was well connected and known from his charity work and people didn't believe stuff from kids in those days. Nurses in Leeds used to warn new staff to not be on the ward with him alone and told kids to pretend to be asleep if he came round.
The reason he got away with it was because of his connections, Savile used to boast about having afternoon tea with the Chief Constable of the local police and knew he could threaten anyone who tried to stand up to him. He was friends with the government and royals
