Did I just witness human trafficking?

I just saw (12:20am) a black SUV screech to a halt, the driver jumps out and runs to the passenger side back door to pull a very disoriented and disheveled man out. The driver pushed the passenger to the side of the road and ran back to the car and sped away. As he drove by I saw it was a Highland Park police car. You don't have guess what color the "passenger's" skin was...
