As u/MintWarfare (awesome name btw) said, look up white label lotion manufacturers. There are literally hundreds of them. That's what hotels and such use for their "private label" things.

There are plenty of white label manufacturers who can produce that for you, but they'll refuse if you're making false claims on the packaging.
