Windows 11, Always Available Offline option not there (Yes, all is enabled)

I have a laptop that I am trying to setup and get offline folder syncing setup. I have never done this before but it sounded fairly straight forward:
1. To start off, brand new laptop with W11 Pro and joined to the domain, fully up to date with updates
2. pick the place you want the folder to sync to/from: \\\\share\\user\\offlinedocs
3. Control Panel > Sync Center > Manage Offline Files > Enable offline files ----> Reboot
4. Login as user, navigate to the share above ...well one level higher
5. Right-Click on the folder > Show more options > Always available offline
From there I should be off and running and the glorious syncing should be happening. Except *Always available offline* is not an option on my context menu at all.
I have set a GPO to Enable use of it, I have looked at things like the CSC and CSCService registry keys to make sure they were set to "1" and "2" for I want to say "enabling". I cannot figure out what is not working or why. Anyone else have this issue? I've hit the page 3 mark on google and so far all of them just state that to get it working you need to enable offline files. Also, there isn't much in regards to Windows 11, most of the things I have seen are people with issues in Windows 10.
