I've bought a Samsung 980 Pro 1TB PCIe 4.0 NVMe M.2 SSD, and installed it into one of the PCIe x16 slots on my Z390-E. The motherboard recognizes it in the BIOS, and Windows recognizes it in Device Manager and Computer Management.
The issue is that I can't format it no matter what I try. Opening Disk Management prompts an Initialize Disk window, and when I try to initialize it (regardless of whether I choose MBR or GPT) I get the error message; “A device which does not exist was specified”.
All of my drivers and my BIOS are up to date. Any help would be amazing, thanks!

Gonna necro this because I've been fighting the same issue for months and finally solved it. I had Asiahorse PSU extension cables which were causing a voltage drop, removed them and my M.2 works without a problem now

I’m installing a Samsung 990 Pro through a PCIe expansion bay and I’m catching hell. When I boot up and go to partition the drive I get the error “The parameter is incorrect”, so I tried to go to device manager and scan for hardware, which makes the drive vanish completely, if I scan again it reappears. I have gone to the storage pool to try to create a new pool and cause the drive to become recognizable beyond its name but I then get the error “A device which does not exist was specificed (0x800701B1)”. The harddrive is being identified but will not respond to anything. I have also downloaded Magician Software for Samsung but the drive cannot be found within the software. Any help would be greatly appreciated, I’m stumped.

Did you figure it out?? I just got a 990 evo plus and the same thing is happening to me. I have a 970 evo in my other m2 slot which is my old ssd and it has windows and all my files. Originally device manager recognized it but not disk management, and then I scanned for new hardware and it disappeared. I have no idea what to do now.

I actually did figure it out. It was three months ago so I’m not sure how much help I can be to you today, but what I did was buy an Acasis 80GBPS SSD Enclosure and slot an SSD from internally into the enclosure and swapped the 990 Pro to be internal for max speeds on crystaldiskinfo. Hopefully this helps, it was a nightmare when I dealt with it but it’s definitely fixable. Moral of the story: Use a different slot.

I got it, it was a very weird trial and error solution where I had to go to BIOS and change my boot drive to the new SSD (thank god at least BIOS could detect it), let it fail, then switch the boot drive back to the OG SSD and start up windows. Suddenly the PC could fully detect it and all I had to do was create a partition in Disk Management and it works perfectly now. Very odd.

Glad to hear you found a working solution, what a nightmare of an SSD. lol
For me detecting it in the BIOS only worked after switching from a PCIe slot that I was fixated on using. Anything before that and I could only see it in device manager for a moment or create/format drive area of control panel just to see the partition portion fail.
Cheers to our persistence, I saw a lot of people return this drive across many forums with no solution.

Randomly worked for my case when I got this message but I ran "Scan for hardware changes" in Device Manager. My drive was able to get detected. Hope that helps you out.

In my case, it was a counterfeit SSD. KingSpec sold as Kingston, with outer shell and everything. Its firmware had been corrupted after too much data recovery attempts.

Check if your SSD's manufacturer has a firmware update tool or something like that. Trustable brands, like Samsung, SanDisk, Kingston etc, usually do. If that's the case, there's a chance it'll detect your drive and you'll be able to make it work again. Another tip someone gave in a random thread I looked at is trying to connect it using an external USB case, instead of plugging it into the motherboard. This may help recovery tools find the drive.

Yeah, I tried the SSD tool for Crucial and it's not showing up. I'll open up the case and see if swapping some cables around or trying it via usb will do anything in the morning. Worst case scenario I'll probably have to RMA it, thankfully I got it less than a year and a half ago but equally surprising that it died in such a short period of time. Appreciate the quick replies though man, thanks for the advice.
