4090 Low TimeSpy Graphics Score

Brand new MSI Suprim 4090 (Non X) is only getting about 33K graphics score in 3DMark Timespy.
Seems the typical 4090 at stock gets to \~35-36K, so im at least 2K off.
I have the latest NVidia drivers installed, latest BIOS/chipset/windows drivers updated. XMP enabled.
Temps wise, the 4090 is getting to about 69C during the benchmark, with side panel off in a NR200P Max case. Using the included 850W cooler master SFX PSU with the included nvidia adapter, connected to the 4 PCI-E cables supplied with the PSU.
Any ideas what I can do to troubleshoot further ?

I have the same card as the person that started this thread and I am not getting anywhere near 35-36,000. I scored about 25K. I checked the core isolation and virtualization...both already off.
I have a AMD 3950 and 32 gigs of Ram. The temps on the card never go above 60 in a bench mark. What could be wrong?
FYI I noticed also in CPUID HWM my GPU never shows more than 45% usage. Even playing Alan Wake 2 with full Ray Tracing and full resolution. (No upscaling)

Just to be clear that is 25K on the graphics score, overall was only like 22K.
