GPU fans spin for a few seconds then stop/no display

Hi everyone so my pc has been a little wonky for a while. Meaning i would usually have to turn it on and off about two times before a display would show. Today I went through that same routine only this time no display. Instead the PC kept rebooting. I switched the power off and waited a few minutes. Tried to boot up but nothing. No display. I'm also not sure if this is important but now my GPU's fans spin for like maybe 3 seconds and then just stop. Monitor says no dvi signal. I tried the hdmi port and same thing, no signal. Please help as the RMA process with Gigabyte has proven to live up to its bad reputation. Amy suggestions are welcome!
Pc Specs: CPU- ryzen 7 1700 GPU- Gtx 1060 6gb Windforce OC Ram- 16GB Motherboard- Msi X470 gaming plus Powersupply- Corsair 550 CXM
Lastly- I have tried different pcie connectors from the PSU, same result and I have tried different PCIe slots on the motherboard.

I wouldn't worry about the fans turning off. It is a feature of the graphics card to reduce noise. They spin up at first so they are running while the GPU checks its own temperature. Then at that point they will shut off if its below a set temperature.
Sounds similar to a RAM issue I had a while ago. Try taking out one stick of RAM. If it still acts up, put that stick in and take out the other. Also, use different RAM slots while troubleshooting.

Thank you so much bro. I literally dismembered my whole pc, vacuumed and cleaned all the parts, changed cpu and ram places, but once i took out one of the ram sticks, it pc started to work. Thanks again!!

Problem: No HDMI signal + Windows not booting. Situation: Didn't turn on my PC for a week, went from dual monitor to one monitor. Fix: Turning off/unplugging my PC & monitor. Removing all cables connected to my PC except HDMI. Reseating RAM sticks & GPU. Removing and reinstalling CMOS battery. Powering it on the first time, no signal, but my PC booted after a restart. (I didn't have to buy any new cables or parts.)

So. My computer was doing this dltpfay. After opening it up, taking the video card out, making sure nothing was loose etc et....turned out to be the HDMI cord. I didn't check that issue first because I literally bought this cord a week ago, and its been working just fine. I tried an old one as a last resort. Plilugged it into the computer HDMI, and it displayed just fine, switched bavk to new cord, no display. I went back and forth between the old and new cord to be sure, and it did the same thing each time. I plugged the video card back in and plugged the old cord into it, displayed just fine. The new cord was a no-go...again. Idk why the new cord is not working with it anymore, I'm just happy I go5 it to display, and I don't need to shell out $$ for a new video card or any repairs. My brother and I had a good laugh about it. He is IT and builds computers and was helping me with it. I told him since his first suggestion to me wasn't to test the cord, then I wasn't gonna beat myself up for not thinking of that first. But I mean...c'mon...I only had the new cord a week, so its definitely not the first thing I'm gonna suspect.

It depends on the manufacturer. You should be able to find the serial number on your motherboard then Google to find the manual. For example. MSI you press F9. With many Asus Motherboards you need to hold F2.
