Linux on new ARM devices. Will it work?

With the recent release of the new Surface Laptops on the Qualcomm Elite X chip, it seems the ARM laptop space is heating up. Will Linux (arch, fedora, etc) be able to be installed and run on one of these devices? Or will there be a long development time while Linux on Arm matures?
