AGI/IGI same instructor limitation

61.217 notes that AGI/IGI holders need to have acted as instructors within the last 12 months OR do a FIRC OR be endorsed by an instructor. I recall reading an article a while back in the essence that you cannot as an IGI refresh a CFII who will endorse you back (ex. IGI who lapsed 12 months cannot be doing IPC ground for CFII who lapsed to regain 61.217 requirement). Does anyone remember something like this? At the same time there seems to be a workaround for those with AGI/IGI: The CFII who lapsed can endorse AGI/IGI so that he can gain currency, then IGI can do the IPC ground review. Does anyone recall something like that?
