Might be wrong but I don't think raptors have webbed feet. (It is, as u/Money-Knowledge-3248 suggests, a cormorant.)

Looks like a not quite full grown cormorant, which are pretty much black as adults. If you think seagulls can poop, you've never seen a cormorant go at it!
