Withnail & I (1987) - Penrith Tearooms - Cox & Robinson chemist in Stony in reality. The Crown, nearby, was also used as the King Henry pub in the film.

Was the Penrith Tearoom really closing, or were they just being judgemental about how Withnail & Marwood looked

What do you mean? It was only a tearoom in the film. In reality it has been a pharmacy for a very long time that they simply used for location as they were also filming in the Crown pub around the corner.

Stony is so old school. Have any other films been set there?

Nothing well know as far as I'm aware other than lowkey garden shed type things. There were a couple of TV shows where a drive by was done.
Newport is much older while also being much older than any of the other surrounding old towns, villages, and hamlets since it was the main place for police, courts, and hospitals until MK took over. It has slo had more camera crew around but nothing massive.
