Weird performance from GPU

I have made another post about my newly built PC the other day but I have noticed something new now.
Specs:
Gigabyte B550 Gaming X V2
SAPPHIRE PULSE AMD Radeon RX 9060 XT 16GB
Ryzen 5 5600XT - cooler stock wraith stealth
16 GB RAM DDR4 - 2 sticks, 2400 mhz and 2100 mhz
Inaza Odyssey 2 750W ATX 3.1 PCIE 5.1 80 Plus Bronze
SSD M.2 NVME Samsung PRO 1 TB
SSD SATA Kingston 256 GB
HDD Baracuda 1 TB
Case Alphagear Adept
I am playing Cyberpunk 2077 on Ultra settings with no FSR/Frame gen at around 70 fps average. My CPU util is 60-70% while my GPU is 40-50%.
Also ran a furmark test and GPU temps reached 55 with a hotspot of 81. FHD - 190 fps average. Util was 99% for the GPU.
Any ideas of what's going on?
As a side mention, I am not experiencing stutters.

Your ram seems way slower than what the CPU can support, that is the top one obvious thing to me

Didn't have enough money to buy RAM as well given the prices, gotta give it another two months with that.

First stick is installed in the 1st slot, the one close to the CPU then the other one is installed on the 3rd slot.

Yeah, they seems to be working at 2133 dual channel as expected.

Should I switch them to slots 2 and 4 and try to manually OC to 2666 mhz?

You can try but I doubt changing the slot will make night and day differences. I also have no experience in terms of memory overclocking.
I thought a 5600 XT should do better in CP2077 but maybe I was just wrong. Just stumbled opon a video that shows this game is limited to 40-70 fps on ultra setting with a 5600 non-XT in the city https://www.youtube.com/watch?v=EOwPwS7L-2w

Yeah, I tried to OC the RAM but the PC wouldn't boot at 2400MHZ. I guess I'll leave it like this until I can spend some 200 bucks on RAM sticks.

your hotspot is really high, maybe reseat the gpu heatsink and/or repaste it. Your PSU sounds really sus, did you check the wattage your hardware is pulling while playing games?

The GPU is brand new but I get how that hotspot could be a little high.
