We used to try and skate the big square outdoor city pools when they were drained in September. There were 2 big problems. 1 there was almost no transition like a round or kidney bean shaped pool. It was really hard get on the wall. The other big problem was there was no line to pump to keep your speed up. So basically all we could do is wall rides with extra steps.

Annual maintenance. My son lifeguard there and they would shock for vomit and dookies. This is annual maintenance before the summer season I believe. But the glory of Caddyshack rang in my head

Picture has been .. well, white-washed .. all the blues inside are removed .. a couple of chairs on the end are blue and white but all the water the flags the walls, anything blue INSIDE has been tinted out .. pretty decent job actually.

Every pool I've worked at, and there have been many over the years, use a chemical "shock" after a #2 accident.
Emptying all the water out of the pool is only done for substantial (e.g. annual) maintenance. Dumping and refilling that much water is massively expensive and unnecessary.

This. When I worked in a pool on the rare occasions that we had to empty the pool we had to make arrangements with the fire brigade and the city because of the drain on the water supply.
We often had people who thought we emptied it at least once a week, they were somehow surprised by the fact that it takes days to empty an 11,000 gallon pool, and days more to refill it, not mention how long it then takes to get back up to temperature.

It costs about $15,000 to empty and refill a pool that size in our area. They’re not doing that unless it’s absolutely necessary.

Our HS had the funds to put in a pool, or a big clocktower. They chose the clocktower.

To be fair - the pool was probably never in the running and they were always going to choose the clock tower… a pool has WAY bigger overhead and operational/maintenance costs. It’s not even a fair comparison
