Would all this be compatible and are there better options ?

-CPU: Ryzen 7 9800X3D
-GPU: RTX 5080/ 5070??
- RAM: 32GB DDR5 6000MHz
-SSD: 1TB NVMe + 2TB NVMe
- PSU: 1000W Gold
-MOBO: B650
200+ FPS in 1080p, 140-180 FPS in
1440p, smooth 4K
-360 mm AIO COOLER
Just wondering what else should I get /not get , and if there’s anything I should remove /add that is a better bang for buck , do keep in mind I don’t know jack about this stuff , so explain to me like you would a middle schooler learning calculus.

If you want to pay the nvidia tax the 5070ti, if you just want performance per dollar 9070xt, do future you a favour and grab a 16gb vram card. Artic 360 for aio whatever flavour you want, but you don't need it a dual tower air cooler would be fine. Aios last around 5 years and don't improve fps very much.
If you want 4k drop the cpu down a bit 7500x3d and get a 5080. Forward facing build could drop in a 7500f now and buy a 10800x3d when it's released.
Montech do a decent a tier cheap 1050w psu with a 10 year warranty.
Avoid asrock amd asus mobos hardware unboxed have a good comparison video on a huge number so check that out. Consider pcie5 x16 slots if this is a forward facing build and you plan on upgrading later.
If it were me I would buy a 7500f 9070xt X870 mobo with pcie5x16 a dual tower cooler 32gb ram cl30 6000mhz but the cheapest that fit the specs.
Storage is whatever you want really I suggest understanding what a dram cache is and the difference between tlc and qlc. PSU wise running a higher wattage psu will generally be quieter and cooler over time and save you from needing a new psu if you upgrade.
I would then think about buying a 10800x3d when it was released and waiting for the next nvidia 80 series gpu with 24gb vram.

Thank you I’ll check those out, is there any way I can get 4K with the R7 9800x3d? Since I already have that with the motherboard.

9800x3d and 9070xt is decent combo.

9070XT gives you better RT + FPS than the 5070 often for a similar price. Naturally it's not as good as a 5080, which I'd only suggest for 4K (and I wouldn't suggest 4K).
360mm AIO is for swag factor, a $40 tower cooler can handle a 9800X3D.
1000W PSU probably overkill, Montech Century II 850W is $89 most places with a ten year warranty.
Can do a B850 board, depends what's available for you.

Is 4K not all that?
Gotcha, thought that cooler would be able to handle it too right? I want one of those little screens in the comp.
Oh , interesting..I’ll give that a look.. would a 900w be better or worse??
Yeah I already got that board, I got it since there’s a bunch of slots
