how about joining a hiking group and meeting some other people who like to hike?
talk with some of the other people at the pool halls, find one or two you like and ask them if they wanna go hiking with you or whatever else you like to do.

you're learning guitar, cool. if you sign up to a music class, you can both show off what you've learned and you can meet people to talk to, maybe invite someone to a pool hall or out hiking?

I spend allmost all my vacations for metal concerts and festivals. You speak with people before, between and after the bands are playing. When the band is playing you enjoy the show. In our local metal pub we usually stay hours after the last band finishes playing and then we talk and drink. I've made quite a lots of friends there.

You also have plenty oportunities to talk to other metalheads on train because you can easily recognize who is going on the same concert or in camp when you are at festival, or just talk with strangers who wait in line for beer. Just complimenting someone's shirt with band you like is a great conversation starter.

And what about smaller scenes? My town has it's own underground black metal pub and it has concert every two weeks for around 15- 30 dollars.

180 dollars for small bands is insane I pay that amount of money for a several days long festivals. And I've seen Iron Maiden last year for something around 100 dollars.
