There was an ebike on the rack so I was confused. Is this place just anti-ebike?

That was my thought as well. Its annoying to have to move Lime bikes/scooters so I can lock my bike. Stupid phrasing though. It should say no Bike Shares or no Lime Bikes (or whatever company is common in their area).
Also, how are they going to enforce it? They aren't going to cut people's locks.

In the US It works for cars only with very specific signage stating state vehicle code, there are event rules regarding sign size, placement, font etc is most jurisdictions. This sign isn’t that.
Same or similar rules and laws apply to ticketing, booting, cutting locks etc.

With respect, this response is incorrect. That's not how it works in the US.
This is an issue decided by states. Some states have zero laws, and leave it up to municipalities. Some states have explicit laws and do not allow municipalities to modify them. Some states have a baseline law and allow municipalities to add individual protections for property owners or vehicle owners, as they see fit.
Some municipalities require posted warnings. Some towing laws only apply to cars/motorcycles/trucks. Some municipalities allow you to report the business for a crime. Some require you to fund your own small claims court trial. Some make the person cutting the lock pay court fees. Some will charge YOU for locking your bike to somebody else's property without permission. Some require a professional to remove the bike. Some allow the owner to remove the bike by himself.
The only incorrect view of this sign is saying that US law determines its legality. It's covered by individual states and municipalities. Absolutely nothing about towing, cutting locks, signage, boots, or remedies for breaking these laws are universal.

Do you really think a business is going to cut locks off bikes that probably belong to their customers? And if you have a decent lock you'd have plenty of warning before they managed to cut it anyways. And most likely this is a public rack in the public right of way.
I'm willing to bet the business got annoyed with people bringing their bikes in because the rack was full of Lime bikes.

That's not how it works in most places.
In most places, cutting locks to dispose of bikes on private property is legal. In the places it's not, you still have to take them to small claims court to get your lock reimbursed.

Yeah well we are between invention and regulation on those like we were quadcopters. No there should not be 30 teenagers with nearly motorcycle tier performance vehicles doing mini mass rides in the street with no training or registration at all, but it will take a tragedy for people to understand.
The young adults with actual motorcycles are a much bigger issue though. Motorcycles and social media don't mix. Too many people show up and the guns come out. It's not cool to block up 1/4 artery of an entire city with 100+ motorcycles.

Being into ebike, motorcycles and quadcopters I feel your take on quadcopters is hilariously uninformed. If your referring to DJI camera drones then the wide-angle view makes "spying" on people near impossible because the person is mostly just a spec on the screen. If your referring to fpv quadcopters then it's even sillier. Their so noisy that nobody is using them to spy on people. And most pilots are doing freestyle skateboard style tricks and are mostly trying to find places to fly without people in them

I’ve had to free my bike trapped by the app rentals at bike racks, and it is very hard because of the way they lock the wheels and also sometimes beep obnoxiously when moved once they are no longer active.

Why don't you just pop in and ask them? Grab a few off-sales, put them on the counter and ask your question. If they are anti-ebike just walk out, letting them know they lost business. If it's aimed at share bikes, tell them they should clarify the notice and enjoy the beer.

The majority of people dont know the difference between an electric dirtbike and electric bicycle. Like a scooter vs a moped. If it has pedals to move the bike its an ebike or motorized pedicycle aka moped. If it doesn't have pedals to move it is a scooter or motorbike.

Yeah I know, that's exactly the point I'm illustrating. Generally when a niche hobby (like ebikes) comes up it only takes a small percentage of those acting irresponsibly to turn most people against the concept in general. I would say there are a lot of older adults in affluent areas especially who reflexively have a negative reaction to anything ebike related without any nuance.

Could just be a poorly worded notice. They might mean commercial e-bikes like others have stated. Could also be confusion on what an E-bike is.
My city has a lot of people riding things they call E-bikes but aren't. They're basically electric off road motorcycles, some have pedals some don't. They have a top powered speed of at least 40 mph, fat off road tires, and dirt style motorcycle frames. These things aren't even close to class 1, 2 or 3 E-bikes. Most people don't know the difference between an E-bike, an electric motorcycle, and whatever some of these other things are, so they call them all E-bikes.

The way I read this, I’m guessing they might have a problem with people that are not customers parking e-bikes there and leaving them for long periods of time. Maybe people that live in nearby apartments and don’t want to carry a heavy ebike upstairs or something?

It’s pretty clear, he doesn’t want e-bike. That’s completely understandable, it’s potentially just extra problems. They get stolen more often than regular bikes, so they attract thieves, but more importantly, they can be a fire hazard. I’m sure someone else has already said this, but I like hearing myself type. I’ve seen signs like that in Atlanta, and they were referring to the little rental scooter/bikes that are parked all over town . You can rent one from any of the racks around town and just leave them parked wherever you end up. I’ve seen people park their personal e-bikes in the racks with these signs, so I image personal privately owned bikes are ok, as long as they aren’t part of a rental fleet.
