You're allowed to enjoy a filler episode, but I don't see how an episode thar consists of nothing but flashbacks and irrelevant what-ifs can be anything but a filler.

I mean the majority of TNG episodes didn't really push the story along. This one was fleshing out Picards back story. I wouldn't call it irrelevant what-ifs. It's character development.

It was an important insight into how the TNG writers viewed leadership and responsibility, like the non punishments given to Nova Squadron after breaking regs, getting a classmate killed, and covering it it.
A completely different perspective than TOS writers with Kirk being a stickler and stack of books, and Merrick getting kicked out to the merchant marine.

He would have later lost it or died some other way. By his own admission, he was reckless in his youth and learned a hard lesson at the bar that day. He also acknowledged that he was lucky to have lived and that it helped shape him into the person he would become. I dear say, all of humanity may have been wiped out if he didn't try to fight that Nausican or did fight them but successfully defeated all three of them (with his heart remaining intact).

I think this is a really great question, though I don't have an answer.
It depends on how exactly the injury affected him mentally/emotionally. While he still would have had the risk-taking attitude that let him climb the ranks of Starfleet, would he have had less grounding in the potential consequences of those risks if not for his brush with death? Would he have been too reckless and potentially gotten himself or others killed or making some other mistakes big enough to lose him that potential for captaincy?
