The issue with your thief analogy is that thief is an all-encompassing term for someone who steals property*, regardless of their value, while pedophile does not mean ephebophile or hebephile, it doesn't encompass those categories. These are distinct categories with fairly clear definitions.

Your mistake stems from the public's frequent misuse of the word due to ignorance.

My argument was that the younger and more helpless the target is, the worse the act is morally (mostly true in general too, but now I'm just referring to sexual behaviour), and pedophilia is worse than ephebophilia because of this. Plus that misusing the term as if it was the same as ephebophilia leads to pedophilia losing some of it's damning intensity as a word.

*(more or less, if someone would want to be really anal about the definitions there I'm sure there are arguments to be had there as well, but it would not be reasonable to bring those here)

pedophilia is when someone is sexually attracted to girls who did not undergo puberty yet

a 17 year-old already went through puberty, and usually has most of the physical traits a grown woman would

a 17 year-old is not biologically a child

they may be considered "kids" in the mental maturity sense, sure, but thats not the same
