What desktop environment or window manager are you using? There are many ways to achieve this (or similar workflows) but the steps vary based on what packages you’re using. I used to do something somewhat similar with the way I organized the application menu, however, I have since switched to using search shortcut and typing the first ~3 characters in all OSes

Maybe I'm not fully understanding what Fences does, but it looks like KDE's Folder View and Quicklaunch widgets combined with Activities exactly covers its features.

It really depends on the DE you use. KDE for instance has widgets which show the content of a folder on the desktop. The question is not can you do this, but can you do this with the userinterface you use.

KDE Plasma has a Folder View widget that might be useful to look at, as well as maybe the Grouping Plasmoid.

I'm pretty sure KDE let's you do this with one of the desktop widgets. Perhaps there's a Gnome extension for it?

If you know Javascript, that can be done in KDE or GNOME natively.
