Computer for Architecture Vizualization

Hello, this will be my first desktop build. I have rendered with various laptops in the past but I have never bought a dedicated desktop to do so. I want to create very high quality renders in twinmotion/lumion/d5. I also want to be able to pan in and out of my 3D model with no lag/and at high real time render quality. CAD programs I use are Rhino and Revit.
I was wondering if anyone had any opinion on the rtx 4090 vs rtx 3090 or any CPU suggestions. Is the extra price worth it? Do you see a significant performance upgrade with the rtx 4090? How so? Any other advice?
Also, for my knowledge, it would be helpful to know what part of 3D modeling uses what part of the computer (panning around the model, creating the render, real time rendering vs static rendering, etc) so I know what to look for/optimize. Thank you!!!
