So im getting a new GPU, upgrading from a GTX 750ti to a RTX 3060 12gb. Unfortunately i have an i5-4460 will how badly is this going to affect my pc and how do i fix this without buying a new CPU cause i don't got any more money after this purchase lol.

What's your budget and which country are you in? You're going to have a terrible CPU bottleneck. Might make more sense to look for a cheap used AM4 computer off of Facebook marketplace. Or buy new? Assuming your in the US the 14100f is best budget build atm. Could spend rest of budget on used GPU, or I recommend saving up for either a Arc A750 / Rx 6600 or save up a little more for 6650XT.

3 can be augmented by FSR, DLSS, etc., and perhaps dropping the quality settings (e.g., HIGH instead of ULTRA)

You're barely gonna feel that upgrade because of your cpu. You can't fix it without also upgrading the rest.

You have a very bad bottleneck.
Your new GPU will be basically useless because your decade old CPU is holding it back
It won't damage your GPU or CPU but your new GPU won't be used to its full potential until you upgrade the CPU
